Shoman decided to return to the region of Palestine and arranged for a meeting in Cairo with Talaat Pasha Harb, the Chairman of the Board of Directors of the Banque Misr. Shoman proposed the idea of establishing a joint Egyptian-Palestinian bank, with a capital of 100,000 Palestinian Pounds; however, political developments in the region forced Harb to put the project on hold.
