His lectures on foreign policy, sponsored by the New York Peace Society just before the outbreak of World War I, served as a defense of the Monroe Doctrine, argued for federal intervention against the states in defense of the treaty rights of alien residents of the United States, and examined the possibilities of international arbitration for resolving conflict. Each of the works is preceded by a brief commentary by, respectively, McWilliams (political science, Rutgers U.) and Gerrity (formerly American history, St. Joseph's U.).
