Description:Excerpt from City Documents, 1847-1867 IT appears by an Act adopted by the Legislature in the year 1851, that any city or town in the Commonwealth is authorized to appropriate sums, not exceeding an amount regulated by the number of ratable polls, for the purpose of establishing and maintaining a Public Library. The act is as follows: section 1. Any city or town in this Commonwealth is hereby authorized to establish and maintain a public library, within the same, with or without branches, for the use of the inhabitants thereof, and to provide suitable rooms therefor, under such regulations for the govern ment Of said library as may from time to time be prescribed by the City Council of such city, or the inhabitants of such town.
