Such works include his well-known Citizenship of the United States, Expatriation, and Protection Abroad and his Right to Protect Citizens in Foreign Countries by Landing Forces. His best-known effort regarding the global place of the United States is probably his Memorandum on the Monroe Doctrine. which is still studied by statesmen and scholars for its insights. These memorandum and others are quoted and documented herein. But perhaps his most powerful and controversial writing concentrates on how the entire family of nations could and should in fairness find and keep peace. His most impassioned efforts deal with the League of Nations Covenant and the United Nations Charter, both of which he ardently if not bitterly opposed. He ached for world peace but he knew that the League Covenant could not deliver such a peace. Late in life, Clark saw that the United Nations Charter largely contained the same language - and the same weaknesses.
