Marshall, being absent in Europe, were unable to attend to the duties of this committee, and Rev. George W. Durell and John R. Poor were invited to act in their places, and Austin Belknap was elected chairman. At a town meeting held July 22, the citizens ratified the change in the committee, granted them further time, and authorized them to report in print.
