To promote the increase of popula tion, supply the Wants of the people, improve the agriculture and etaple commodities of the country, provide for the due administra tion of justice, and guard against the incursions of the aboriginal inhabitants are among the first subjects which claim and receive the attention of the legislature; and not unfrequently the establish ment of some particular systern of religion, in exclusion of all 0' thers, has had but too much share in their deliberations.
