Y., July 7 10, 1890The discussion was opened by Dr. James M. Milne, of the Oneonta Normal School, N. Y., who was called upon to supply the place Of State Superintend ent Draper. He preferred the normal college to the university department plan, because there must be experimental work, practice of the art, to acquire the power of control. New York is proud to be ahead of the state Of Horace Mann.Admiral P. Stone, LL.D., of Massachusetts, con tinned. The Normal idea Should be extended. The pyramids are done, but the world is n't finished.
