At the suggestion of some who have used them, this last printing was amplified so that copies might be available for the general use of engineers. They are, as will be seen, intended to secure uniform practice in making surveys and in the compilation of the results in the form of maps, estimates, etc., and are intended to be issued by Chief Engineers to their subordinates in the field. As conditions vary so much even within the confines of the United States and much more so of course in different foreign countries, modifications, in the form of special instructions will be required to meet local conditions, though the general conditions to be complied with remain the same.
