We understand that a committee has been appointed to present a memorial to the late Senator Foraker. If that committee is ready to report, it is now in order to present the memorial. Judge Outcalt - If Your Honors please - The committee appointed to draft a memorial upon the death of the late Senator Foraker have assigned to me the duty, which I regard an honor, of presenting and reading the memorial which has been prepared: Memorial Joseph Benson Foraker was born on a farm in Highland County, Ohio, July 5, 1846. His militant patriotism took him, at the age of sixteen, to the battle fields of the Civil War as a private soldier. His rise to the rank of captain at the age of twenty was wholly due to a personality which must even then have been unusual.
