The rise of the revolutionary movement has been explained by Charles L. Lincoln and the conditions producing the Constitution of 1776 have been investigated by J. Paul Selsam. The present work continues the story of the political fortunes and misfortunes of Pennsylvania during the existence of that Constitution. Due to overemphasis upon the early years of the Revolution, there has been a tendency to regard the radical party as a dominant in the State until the overthrow of their frame of government in 1790. That was not the case. It was the conservative element that controlled the State or shared power equally with the radical group for nine years.
